The PM specifically cited attempts at providing a quota for Muslims in Andhra Pradesh as a \u201cpilot project, which Congress wanted to try in the entire country\u201d. <\/p>\n\n\n\n<p>Several Muslim communities are included in the Other Backward Classes (OBC) reservation both at the central and state levels. The criteria for the OBC quota is social and educational backwardness.
