It\u2019s<\/span> <span style=\"font-weight: 400;\">located on the southern coast and borders the Chinese province of Guangdong.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The British took over Hong Kong in the 1840s during the Opium Wars and ruled the<\/span> <span style=\"font-weight: 400;\">territory \u2014 with the exception of a brief occupation by the Japanese during World War II<\/span> <span style=\"font-weight: 400;\">\u2014 for the next century and a half.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b><i>The British government, in 1898, <\/i><\/b><b><i>s<\/i><\/b><b><i>igned<\/i><\/b> <b><i>what was basically a 99-year lease for the<\/i><\/b> <b><i>territory, set to expire in 1997. <\/i><\/b><span style=\"font-weight: 400;\">As that date started to move closer, both governments<\/span> <span style=\"font-weight: 400;\">tried to work out a deal.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 1984, after lengthy negotiations, <\/span><b><i>British Prime Minister Margaret Thatcher and<\/i><\/b> <b><i>Chinese Premier Deng Xiaoping <\/i><\/b><span style=\"font-weight: 400;\">signed a Joint Declaration<\/span> <span style=\"font-weight: 400;\">on the future of Hong<\/span> <span style=\"font-weight: 400;\">Kong.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Britain agreed to return the territory to China on July 1, 1997, on the promise that China<\/span> <span style=\"font-weight: 400;\">would give Hong Kong <\/span><b><i>a <\/i><\/b><b><i>\u201chigh degree of autonomy\u201d<\/i><\/b> <span style=\"font-weight: 400;\">for 50 years, until 2047.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Formally, Hong Kong became a \u201c<\/span><b><i>special administration region<\/i><\/b><span style=\"font-weight: 400;\">\u201d of the People\u2019s<\/span> <span style=\"font-weight: 400;\">Republic of China. The deal: China wouldn\u2019t impose its government on Hong Kong, and<\/span> <span style=\"font-weight: 400;\">Hong Kong\u2019s \u201c<\/span><b><i>previous capitalist system and life-styles<\/i><\/b><span style=\"font-weight: 400;\">\u201d would remain unchanged<\/span> <span style=\"font-weight: 400;\">for that 50-year period. <\/span><b><i>The setup became known as the \u201cone country, two<\/i><\/b> <b><i>systems\u201d rule.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">Under this arrangement, Hong Kong could maintain its economic and trade policies,<\/span> <span style=\"font-weight: 400;\">designed to protect Hong Kong\u2019s status as an international financial capital. It gave<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hong Kong its own judicial, executive, and legislative powers, that included freedom of<\/span> <span style=\"font-weight: 400;\">the press, assembly, and religious beliefs, among other rights.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the Joint Declaration\u2019s guarantee of autonomy, which is also codified in Hong<\/span> <span style=\"font-weight: 400;\">Kong\u2019s Basic Law (the closest thing it has to a constitution), <\/span><b><i>in practice, the line<\/i><\/b> <b><i>between the two systems has become blurrier, with the Chinese government in<\/i><\/b> <b><i>Beijing attempting to exert more control.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><b>How does Hong Kong\u2019s government work?<\/b><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Aaaah, it\u2019s a mess.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Joint Declaration and Hong Kong\u2019s Basic Law say that Hong Kong is supposed to<\/span> <span style=\"font-weight: 400;\">administer itself. But the arrangement also gives China the power to appoint Hong<\/span> <span style=\"font-weight: 400;\">Kong\u2019s chief executive, \u201con the basis of the results of elections or consultations to be<\/span> <span style=\"font-weight: 400;\">held locally.\u201d<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, there was a committee of some people who elected the chief executive, but the<\/span> <span style=\"font-weight: 400;\">committee was full of China loyalists, so China gets to decide shit.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But Hong Kong\u2019s Basic Law goes a bit further, and says that the \u201cultimate aim\u201d is to<\/span> <span style=\"font-weight: 400;\">elect the chief executive through \u201c<\/span><b><i>universal suffrage upon nomination by a broadly<\/i><\/b> <b><i>representative nominating committee.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><a href=\"https:\/\/www.iquanta.in\"><img decoding=\"async\" class=\"alignnone wp-image-7740 \" src=\"https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1.jpeg\" alt=\"\" width=\"481\" height=\"91\" srcset=\"https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1.jpeg 1280w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-300x57.jpeg 300w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-1024x194.jpeg 1024w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-768x145.jpeg 768w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-640x121.jpeg 640w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-681x129.jpeg 681w\" sizes=\"(max-width: 481px) 100vw, 481px\" \/><\/a><\/p>\n<p><b><i>So, in 2014, China accepted the universal suffrage thing, but there was a twist.<\/i><\/b> <b><i>They said, \u201cAll of y\u2019all can vote, but the candidates you vote for, will be chosen by<\/i><\/b> <b><i>a committee(China decides who\u2019s part of the committee).\u201d So everyone can vote,<\/i><\/b> <b><i>but the candidates would be virtually decided by China.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">Pro-democracy advocates were furious and took to the streets in what would become<\/span> <span style=\"font-weight: 400;\">the 2014 Umbrella Revolution<\/span><span style=\"font-weight: 400;\">.(vvvvvv imp revolution)<\/span><\/p>\n<p><b>How\/why did the protests start?<\/b><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The pro-democracy uprising that has rocked Hong Kong for the past several months<\/span> <span style=\"font-weight: 400;\">began as a protest against proposed amendments <\/span><span style=\"font-weight: 400;\">to Hong Kong\u2019s extradition law<\/span><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Basically, the law said that any Hong Kong citizen could be extradited to any other<\/span> <span style=\"font-weight: 400;\">country, if they violated any laws of that particular country.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Notably, that would include mainland China, a country that <\/span><span style=\"font-weight: 400;\">arbitrarily imprisons its<\/span> <span style=\"font-weight: 400;\">citizens<\/span> <span style=\"font-weight: 400;\">if they displease the government.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b><i>Critics worried that China would take advantage of this law to arbitrarily detain<\/i><\/b> <b><i>Hongkongers \u2014 such as those who openly dissent against the Chinese<\/i><\/b> <b><i>government or advocate for human rights<\/i><\/b><span style=\"font-weight: 400;\">. One pro-democracy lawmaker called it a<\/span> <span style=\"font-weight: 400;\">\u201cdragnet over all of Hong Kong.\u201d<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b><i>The amendments would <\/i><\/b><b><i>apply retroactively<\/i><\/b><b><i>, meaning thousands of people who<\/i><\/b> <b><i>may have angered mainland China with a supposed past crime could be at risk of<\/i><\/b> <b><i>facing trial there.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">The extradition rule changes were particularly fraught because China is accused of<\/span> <span style=\"font-weight: 400;\">kidnapping people from outside its borders \u2014 <\/span><span style=\"font-weight: 400;\">including from Hong Kong<\/span><span style=\"font-weight: 400;\">, where it isn\u2019t<\/span> <span style=\"font-weight: 400;\">supposed to have jurisdiction \u2014 <\/span><span style=\"font-weight: 400;\">and essentially disappearing them to China<\/span><span style=\"font-weight: 400;\">. That<\/span> <span style=\"font-weight: 400;\">would normally violate international law. But this bill would give China <\/span><span style=\"font-weight: 400;\">legal cover to do<\/span> <span style=\"font-weight: 400;\">so<\/span><span style=\"font-weight: 400;\">.(Basically super draconian shitttttt.)<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0On June 9, <\/span><span style=\"font-weight: 400;\">as many as a million people in Hong Kong peacefully protested <\/span><span style=\"font-weight: 400;\">against the<\/span> <span style=\"font-weight: 400;\">bill as Lam prepared to push it through Hong Kong\u2019s legislature.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Like 1\/5th of the country was on the streets, super historic shitttttt.(they stormed the<\/span> <span style=\"font-weight: 400;\">legislature and all that stuff, kaafi amazing revolution)<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Police fired rubber bullets and all, things got more violent, people were arrested, and<\/span> <span style=\"font-weight: 400;\">this increased the divide.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Protests went on in full flow, there was no stopping.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b><i>The impasse between protesters and the Hong Kong government looked<\/i><\/b> <b><i>unshakeable. But then, on September 4, Lam <\/i><\/b><b><i>announced<\/i><\/b> <b><i>that \u2014 after weeks and<\/i><\/b> <b><i>weeks of sustained demonstrations \u2014 the government would formally withdraw<\/i><\/b> <b><i>the extradition bill.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">And yet, protesters largely responded: <\/span><span style=\"font-weight: 400;\">\u201ctoo little, too late.\u201d<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the weeks of protests, demonstrators began to see the Hong Kong government\u2019s<\/span> <span style=\"font-weight: 400;\">refusal to budge as the prime example of why universal suffrage \u2014 selecting their own<\/span> <span style=\"font-weight: 400;\">leaders \u2014 was paramount if they wanted to preserve Hong Kong\u2019s unique status.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And so the protests continued, some taking on an increasingly violent tenor.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b><i>In early October, the Hong Kong government <\/i><\/b><b><i>tried to ban face masks<\/i><\/b><b><i>,<\/i><\/b><b><i> which<\/i><\/b><b><i> p<\/i><\/b><b><i>rotesters wore to hide their identities and to protect themselves from tear gas.<\/i><\/b> <span style=\"font-weight: 400;\">Protesters defied the ban (<\/span><span style=\"font-weight: 400;\">w<\/span><span style=\"font-weight: 400;\">hich was later deemed unlawful<\/span><span style=\"font-weight: 400;\">). But it was a sign of just<\/span> <span style=\"font-weight: 400;\">how deeply relations between authorities and the demonstrators had broken down.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">November was a particularly bloody month. A protester <\/span><span style=\"font-weight: 400;\">was shot by police<\/span><span style=\"font-weight: 400;\">, and a man,<\/span> <span style=\"font-weight: 400;\">believed to be a Beijing supporter, was set on fire.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b>(Story continues)<\/b><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The HK people came up with 5 demands:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">1) Scrap the laws(already done)<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2) Don\u2019t use the words, \u201criot\u201d to classify protests.(Rioters face 10 years in jail)<\/span> <span style=\"font-weight: 400;\">3) Release all protestors(4500 approximately) and drop all charges<\/span> <span style=\"font-weight: 400;\">4) Independent enquiry into police actions.(violence)<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">5) Give them actual suffrage, where they can elect their own leaders.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hong Kong\u2019s local district council elections on November 24<\/span><span style=\"font-weight: 400;\">: <\/span><b><i>A historic 71 percent of<\/i><\/b> <b><i>voters turned out to vote, and pro-democracy candidates took majorities in 17 of<\/i><\/b> <b><i>the 18 district <\/i><\/b><span style=\"font-weight: 400;\">councils, flipping hundreds of seats that had been previously held by<\/span> <span style=\"font-weight: 400;\">pro-Beijing candidates. (remember, local district councils elections, not the national one)<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The results sent a strong message to the Hong Kong authorities \u2014 and to China.<\/span> <b>WHAT EXPLAINS CHINA\u2019s STANCE?<\/b><b>\u00a0<\/b><\/p>\n<p><b>C<\/b><span style=\"font-weight: 400;\">hina has taken an increasingly hard line against Hong Kong\u2019s protests because it sees<\/span> <span style=\"font-weight: 400;\">them as a threat to its growing influence in the territory.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After 1997, China mostly respected Hong Kong\u2019s autonomy because Hong Kong<\/span> <span style=\"font-weight: 400;\">contributed <\/span><span style=\"font-weight: 400;\">t<\/span><span style=\"font-weight: 400;\">remendously to China\u2019s economy <\/span><span style=\"font-weight: 400;\">\u2014 <\/span><b><i>about 27 percent of its GDP in the<\/i><\/b> <b><i>1990s, and it is only about 3 percent today. <\/i><\/b><span style=\"font-weight: 400;\">China is eager to invest in the mainland<\/span> <span style=\"font-weight: 400;\">now, so Hong Kong has lost a bit of its shield to Beijing\u2019s influence.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So China has tried to bring Hong Kong closer and closer into its orbit. It wants Hong<\/span> <span style=\"font-weight: 400;\">Kong to embrace the country\u2019s ruling Communist Party and not care so much about<\/span> <span style=\"font-weight: 400;\">those pesky freedoms Hong Kong citizens love so much. It wants Hong Kong <\/span><span style=\"font-weight: 400;\">t<\/span><span style=\"font-weight: 400;\">o speak<\/span> <span style=\"font-weight: 400;\">mainland China\u2019s official language, Mandarin<\/span><span style=\"font-weight: 400;\">, instead of Cantonese.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><b>SO WHAT DOES XI DO NEXT? THE NATIONAL SECURITY LAW(BOOM!)<\/b><b>\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Protests over an extradition law turned violent and evolved into a broader anti-China<\/span> <span style=\"font-weight: 400;\">and pro-democracy movement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">China doesn&#8217;t want to see that happen again.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The law criminalises any act of:<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> secession &#8211; breaking away from the country<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> subversion &#8211; undermining the power or authority of the central government<\/span> <span style=\"font-weight: 400;\">\u25cf terrorism &#8211; using violence or intimidation against people<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> collusion with foreign or external forces<\/span><\/li>\n<\/ul>\n<p><b><i>Why are Hong Kong people worried?<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><b><i>It gives Beijing powers to shape life in Hong Kong it has never had before. Critics<\/i><\/b> <b><i>say it effectively curtails protest and freedom of speech &#8211; China has said it will<\/i><\/b> <b><i>return stability.<\/i><\/b><b><i>\u00a0<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">The new law&#8217;s key provisions include that:<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\"> Crimes of secession, subversion, terrorism and collusion with foreign forces are<\/span> <span style=\"font-weight: 400;\">punishable by a <\/span><b>maximum sentence of life in prison<\/b><b><\/b><\/li>\n<li><b>Damaging public transport <\/b><span style=\"font-weight: 400;\">facilities can be considered <\/span><b>terrorism<\/b> <span style=\"font-weight: 400;\">\u25cf Those found guilty will not be allowed to stand for public office<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Companies can be fined if convicted under the law<\/span><\/li>\n<li><b>Beijing will establish a new security office in Hong Kong<\/b><span style=\"font-weight: 400;\">, with its own law<\/span> <span style=\"font-weight: 400;\">enforcement personnel &#8211; neither of which would come under the local authority&#8217;s<\/span><span style=\"font-weight: 400;\"> j<\/span><span style=\"font-weight: 400;\">urisdiction<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> This office can send <\/span><b>some cases to be tried in mainland China <\/b><span style=\"font-weight: 400;\">&#8211; but Beijing<\/span> <span style=\"font-weight: 400;\">has said it will only have that power over a &#8220;tiny number&#8221; of cases<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> In addition, <\/span><b>Hong Kong will have to establish its own national security<\/b> <b>commission to enforce the laws, with a Beijing-appointed adviser<\/b> <span style=\"font-weight: 400;\">\u25cf <\/span><b>Hong Kong&#8217;s chief executive will have the power to appoint judges to hear<\/b> <b>national security cases<\/b><span style=\"font-weight: 400;\">, raising fears about judicial autonomy<\/span><\/li>\n<li><span style=\"font-weight: 400;\"> Importantly, <\/span><b>Beijing will have power over how the law should be interpreted<\/b><span style=\"font-weight: 400;\">,<\/span> <span style=\"font-weight: 400;\">not any Hong Kong judicial or policy body. The city is the only common<\/span> <span style=\"font-weight: 400;\">law jurisdiction in China.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Effectively, they are imposing the People&#8217;s Republic of China&#8217;s criminal system onto<\/span> <span style=\"font-weight: 400;\">the Hong Kong common law system, leaving them with complete discretion to decide<\/span> <span style=\"font-weight: 400;\">who should fall into which system,&#8221; says Professor Chan.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">People also worry that a threat to Hong Kong&#8217;s liberties could affect its attractiveness as<\/span> <span style=\"font-weight: 400;\">a leading global business hub and economic powerhouse.<\/span><\/p>\n<p><b>Currently, they are completely overhauling HK\u2019s original system.
