{"id":6466,"date":"2021-03-09T16:17:05","date_gmt":"2021-03-09T16:17:05","guid":{"rendered":"https:\/\/www.iquanta.in\/blog\/?p=6466"},"modified":"2022-02-13T23:40:36","modified_gmt":"2022-02-13T18:10:36","slug":"us-china-trade-war","status":"publish","type":"post","link":"https:\/\/www.iquanta.in\/blog\/us-china-trade-war\/","title":{"rendered":"US-China Trade War"},"content":{"rendered":"<p>Ex US President Donald Trump has long accused China of unfair trading practices and intellectual property theft.<br \/>\nIn China, there is a perception that America is trying to curb its rise as a global economic power.<br \/>\nDuring the 2016 presidential campaign, a consistent refrain from then-candidate Trump was to point to U.S. trade with China, and the agreements that enabled it, as a primary cause of the loss of U.S. manufacturing jobs and intellectual property<\/p>\n<p>By far, the largest <a href=\"https:\/\/www.thebalance.com\/trade-deficit-by-county-3306264\">U.S. trade deficit by country<\/a> is with China. In 2018, the <a href=\"https:\/\/www.thebalance.com\/u-s-china-trade-deficit-causes-effects-and-solutions-3306277\">U.S. <\/a><a href=\"https:\/\/www.thebalance.com\/u-s-china-trade-deficit-causes-effects-and-solutions-3306277\">trade deficit with China<\/a> was $419 billion. The United States imported $540 billion, primarily in computers, cell phones, and apparel. Much of this is manufactured in China by U.S. companies but is still considered imports. The U.S. companies exported $120 billion to China. Most of this was commercial aircraft, machinery, optical and medical instruments, and vehicles and soybeans.<\/p>\n<p>In addition to reducing the trade deficit, Trump wanted to limit U.S. technology transfers to Chinese companies. China requires foreign companies who want to sell products in China to share their trade secrets.<\/p>\n<p>The Trump administration has imposed three tariffs on a total of $250 billion in Chinese imports. The Federal Reserve estimated these tariffs cost the average household $414 per year.<\/p>\n<p>On May 10, 2019, Trump imposed a fourth tariff. He raised tariffs to 25% on $200 billion worth of goods.<sup>32<\/sup> The Fed estimated that this tariff combined with the<br \/>\nprevious 2018 tariffs would cost the average household $831 a year. Trump is increasing the pressure on trade talks that are underway.<sup>31<\/sup><\/p>\n<p>&nbsp;<\/p>\n<p><strong>What tariffs have been imposed?<\/strong><\/p>\n<p>Mr Trump&#8217;s tariffs policy aims to encourage consumers to buy American products by making imported goods more expensive.<br \/>\nThe US has imposed tariffs on more than $360bn (\u00a3268bn) of Chinese goods, and China has retaliated with tariffs on more than $110bn of US products.<br \/>\nWashington delivered three rounds of tariffs in 2018, and a fourth one in September last<br \/>\nyear. <a href=\"https:\/\/ustr.gov\/sites\/default\/files\/enforcement\/301Investigations\/List_4A_%28Effective_September_1%2C_2019%29.pdf\">The most recent round targeted Chinese imports, from meat to musical <\/a><a href=\"https:\/\/ustr.gov\/sites\/default\/files\/enforcement\/301Investigations\/List_4A_%28Effective_September_1%2C_2019%29.pdf\">instruments, with a 15% duty.<\/a><br \/>\nBeijing hit back with tariffs ranging from 5% to 25% on US goods.<\/p>\n<p><a href=\"https:\/\/www.iquanta.in\/\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-7740 \" src=\"https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1.jpeg\" alt=\"\" width=\"598\" height=\"113\" srcset=\"https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1.jpeg 1280w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-300x57.jpeg 300w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-1024x194.jpeg 1024w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-768x145.jpeg 768w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-640x121.jpeg 640w, https:\/\/www.iquanta.in\/blog\/wp-content\/uploads\/2021\/12\/WhatsApp-Image-2021-12-16-at-4.09.20-PM-1-681x129.jpeg 681w\" sizes=\"(max-width: 598px) 100vw, 598px\" \/><\/a><\/p>\n<p><strong>ECONOMIC COSTS OF THE TRADE WAR<\/strong><\/p>\n<p>The trade war caused economic pain on both sides and led to diversion of trade flows<br \/>\naway from both China and the United States. As <a href=\"https:\/\/www.washingtonpost.com\/business\/2020\/01\/15\/was-trumps-china-trade-war-worth-it\/\">described<\/a> by Heather Long at the<br \/>\nWashington Post, \u201cU.S. economic growth slowed, business investment froze, and<br \/>\ncompanies didn\u2019t hire as many people. Across the nation, a lot of farmers went<br \/>\nbankrupt, and the manufacturing and freight transportation sectors have hit lows not<br \/>\nseen since the last recession. Trump\u2019s actions amounted to one of the largest tax<br \/>\nincreases in years.\u201d<\/p>\n<p>A <a href=\"https:\/\/www.moodysanalytics.com\/-\/media\/article\/2019\/trade-war-chicken.pdf\">September 2019 study by Moody\u2019s Analytics<\/a> found that the trade war had already<br \/>\ncost the U.S. economy nearly 300,000 jobs and an estimated 0.3% of real GDP. <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-12-18\/trump-s-china-buying-spree-unlikely-to-cover-trade-war-s-costs\">Other <\/a><br \/>\n<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-12-18\/trump-s-china-buying-spree-unlikely-to-cover-trade-war-s-costs\">studies<\/a> put the cost to U.S. GDP at about 0.7%. A <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-12-18\/trump-s-china-buying-spree-unlikely-to-cover-trade-war-s-costs\">2019 report from Bloomberg <\/a><br \/>\n<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-12-18\/trump-s-china-buying-spree-unlikely-to-cover-trade-war-s-costs\">Economics<\/a> estimated that the trade war would cost the U.S. economy $316 billion by<br \/>\nthe end of 2020, while more recent <a href=\"https:\/\/libertystreeteconomics.newyorkfed.org\/2020\/05\/the-investment-cost-of-the-us-china-trade-war.html\">research from the Federal Reserve Bank of New <\/a><br \/>\n<a href=\"https:\/\/libertystreeteconomics.newyorkfed.org\/2020\/05\/the-investment-cost-of-the-us-china-trade-war.html\">York and Columbia University<\/a> found that U.S. companies lost at least $1.7 trillion in<br \/>\nthe price of their stocks as a result of U.S. tariffs imposed on imports from China.<\/p>\n<p>Numerous <a href=\"https:\/\/www.nber.org\/papers\/w26610\">studies<\/a> have found that U.S. companies primarily paid for U.S. tariffs, with<br \/>\nthe cost <a href=\"https:\/\/www.reuters.com\/article\/us-usa-trade-economy\/trumps-tariffs-cost-u-s-companies-46-billion-to-date-data-shows-idUSKBN1Z8222\">estimated<\/a> at nearly $46 billion. The tariffs <a href=\"https:\/\/www.reuters.com\/article\/us-usa-trade-china-tariffs-explainer\/who-pays-trumps-tariffs-china-or-u-s-customers-and-companies-idUSKCN1SR1UI\">forced American companies<\/a> to<br \/>\naccept lower profit margins, cut wages and jobs for U.S. workers, defer potential<br \/>\nwage hikes or expansions, and raise prices for American consumers or companies. A<br \/>\nspokesperson for the American Farm Bureau <a href=\"https:\/\/thehill.com\/policy\/finance\/trade\/456640-businesses-farmers-brace-for-new-phase-in-trump-trade-war\">stated<\/a> that \u201cfarmers have lost the vast<br \/>\nmajority of what was once a $24 billion market in China\u201d as a result of Chinese<br \/>\nretaliatory actions.<\/p>\n<p>Meanwhile, the U.S. goods trade deficit with China continued to grow, <a href=\"https:\/\/www.census.gov\/foreign-trade\/balance\/c5700.html\">reaching a <\/a><br \/>\n<a href=\"https:\/\/www.census.gov\/foreign-trade\/balance\/c5700.html\">record $419.2 billion<\/a> in 2018. By 2019, the trade deficit had shrunk to $345 billion,<br \/>\nroughly the same level as 2016, largely as a result of reduced trade flows. It should be noted that, while the U.S. deficit with China decreased, its overall trade deficit did not. Trump\u2019s unilateral tariffs on China diverted trade flows from China, causing the<br \/>\nU.S. trade deficit with Europe, Mexico, Japan, South Korea, and Taiwan to increase<br \/>\nas a result.<\/p>\n<p>China also felt economic pain as a result of the trade war, though apparently not enough to capitulate to the Trump administration\u2019s core demands for major structural<br \/>\nreform. Indeed, as the trade war dragged on, Beijing <a href=\"https:\/\/www.cnbc.com\/2019\/06\/19\/china-lowers-trade-barriers-for-other-countries-amid-us-tensions.html\">lowered<\/a> its tariffs for its other<br \/>\ntrading partners as it reduced its\u00a0 reliance on U.S. markets. The final deal that both<br \/>\nsides announced on January 15, 2020, largely resembled the offer Beijing had put on<br \/>\nthe table from the start \u2014 increased goods purchases plus commitments on improved<br \/>\nintellectual property protection, currency, and forced technology transfer.<\/p>\n<p>Missing from the deal was any forward movement on subsidies, state-owned enterprises, and China\u2019s uses of industrial policy to advantage its own firms over foreign competitors. Progress on market access also proved underwhelming outside of the financial sector. These and other challenges were put off for a phase two negotiation, which <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-10\/trump-says-phase-2-china-trade-deal-unlikely-at-this-point\">Trump recently said<\/a> is not under consideration.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>2020: A trade truce and a pandemic<\/strong><\/p>\n<p>In January 2020, the US and China signed the <a href=\"https:\/\/www.dw.com\/en\/us-china-trade-war-phase-one-deal\/a-52003036\">Phase I deal<\/a>, aimed at deescalating trade tensions. It called on China to buy billions more in US products in order to shrink the trade surplus that it enjoyed with the US. The condition <a href=\"https:\/\/www.dw.com\/en\/opinion-trumps-trade-cure-is-worse-than-the-disease\/a-52014899\">was deemed unrealistic<\/a> even before the deal went into effect. The pandemic has only made it more daunting.<br \/>\n&#8220;The requirements for additional imports of US products appear very, very challenging,<br \/>\ngiven the growth of the Chinese economy will be much slower than forecast in January,&#8221;<br \/>\nsays Yasuyuki Sawada. In addition, the deal kept existing tariffs in place, effectively stalling the conflict instead of resolving it.<\/p>\n<p>The pandemic that followed effectively disrupted global supply chains. But China\u2019s economy has been able to bounce back since the second quarter of 2020. As one of the first major economies to come out of lockdown, it has been able to provide countries like the US with the products they need.<\/p>\n<p>&#8220;Part of this was due to increasing exports of health supplies and equipment,&#8221; says Sawada. Imports of face masks from China to the US, for example, have increased more than 10-fold. This has been helped by the many <a href=\"https:\/\/www.dlapiper.com\/en\/uk\/insights\/publications\/2020\/05\/us-takes-action-to-abate-tariffs-and-duties-in-wake-of-covid-19\/\">tariff exceptions granted<\/a> by the US in the past months concerning products like not only surgical gloves and face masks, but also many electronic items, car parts and others. All this has boosted trade between the US and China almost back to pre-dispute levels.<\/p>\n<p>But the effects of the trade war are still playing out. While prices for Chinese imports rose during the dispute, US demand in cell phones, computers, lamps or printers didn&#8217;t cease.
